Outgoing European Parliament President Pat Cox described the results as a "wake-up call" and warned European leaders that they had to demonstrate the EU's relevance to voters.If the primary motive for voting is civic duty or group identity, it would seem rational to conclude that either one or both are down. But isn't it possible--even likely--that voters still recognize the enormous power, control, and relevance of the EU government, but believe that they are irrelevant to EU leaders?
